He is getting a high offer for CRP, but I was also informed that the species of grass and other things that Fsa wants planted is not cheap either that would all fall on the owner as well plus I assume there is maintenance that has to be done on CRP ground.
In most cases the seeding and mid contract management is cost shared up to 90%
