8" should be enough to handle the 70 acres if it has the proper fall but I agree with Jim about putting in a larger main. You might want to drain additional ground latter using the main you install and would be a lot cheaper now.

BTW, tell your neighbor what he can do with his tile & install your own main if at all possible. From what I have read the cost wouldn't be any different & as I stated above, you cal always add more tile to it if needed without having to get approval or pay the neighbor.
