How good a shape is the clay tile? I wouldn't mess with it unless it has at least 36" of cover and still round and not cracked.

You can clean tiles with a sewer jetter . They can do about 400' at a time and work pretty well. Costs about $125 to $200 per hr. You have to open the tile for each set in.
