If it were mine and the neighbor would't co-operate i'd run a new tile and take care of my own land and abandon the old one if possible. Then his land doesn't drain properly (you say it's blocked on his side) he could pay YOU half of the cost to tap into a new one. Clay tiles in disrepair are not worth fixing in my experience.....
