Here is the situation:

We just bought the 70 acres behind our farm this year. It has a, 8" tile main running through it, but it was left in disrepair by previous owner. This same main drains some other land we own adjacent to the east. The new farm has a big hole that needs drained and we were just going to systematically tile the whole thing.

Turns out in the field of the neighbor to the west, the direction the main runs, it is mostly blocked somewhere in the first 250 ft of his farm. It is a clay tile. He has a breather 250 ft from us, and it is clean and running a good 3-4" of water. At our property line, the tile is standing basically full of water and barely moving anything. This is the same neighbor who just put 2500 sows upwind from us and recently we let him hook into a 12 in on our land a little further west.

When we asked him if we can go on his land to fix the problem or just run a new stretch for 250 ft (paying for the tile and crop damages), he said we could work with it as is (including trying to do underground cleaning for some sort) or that we would have to pay half of the cost (our share would amount to $5000) for tile work he has done in years gone by on that main. Basically he said tough. In some ways, I can see his point but he sure seems to get his way in everything else and impose on the rest of the neighborhood.

Our other option would be to (not even sure if grade will allow it yet) run our own 8" straight south through more land we farm 2500' to the ditch. Another neighbor who does our tile work said he would run the 8" for $2 a foot total cost. $5000.

Any thoughts? On the cheaper route, how could we try to clean the mud/stalks out of that first 250 ft that have gotten in from the previous neglect?
