The recommendation to vaccinate people who have recovered from the virus is because of the demonstrably variable levels of immunity that confers. Sometimes it’s great, sometimes it’s poor, sometimes it’s nonexistent because the person didn’t really have COVID. In all cases, vaccination will improve the immunity level of the person. What’s not to like?

No matter the source, vaccination or infection, antibody levels in people are measurably decreasing with time. So far, the best measure or correlate of protection against the delta variant circulating now is antibody levels against spike protein. So, population-wide, the best strategy is to vaccinate the unvaccinated and booster the folks that have been vaccinated the longest.

If you think about it, some of the folks that were infected previously, recovered a year longer ago in spring 2020 than the earliest people got vaccinated in spring 2021. Their antibody levels have decreased a lot in that time. To increase the level of protection, its time to booster the earliest vaccinated people and almost certainly time to vaccinate those that got infected and recovered before the vaccines became available.
