Telephoning would be taking the generator from an old hand crank telephone and applying electrical shock to the water to stun the fish that would then float to the surface.
I don't know about the carbide. Perhaps some sort of explosive device as dynamite is used for fishing also. The concussion kills or stuns the fish.
