Yes, check voltage across those coils under load, I'd check all three that look the same.

No, I don't know how the system works, but that hasn't stopped me yet. The swing, drive, and lift all look the same electrically, they should test the same, or something is wrong. MAYBE, the center voltage is varied between ground and hot, and the other coil wire that is not the center one and not grounded, is connected to hot all the time? You don't have to know what the hydraulics do yet either, if the voltage readings are the same across all the coils when operating, and the coils check out for continuity/ohms, THEN we figure out what the hydraulics do.
