My Altec digger Derrick truck has a similar system. It uses a closed center valve with fixed displacement pump. Rather than dump oil across a pressure relief valve when no functions are active it uses a dump valve that normally returns to tank and closes when pressure is required for a function. So-when you move a lever the dump valve coil and one of the two spool coils need to fire.

My guess is you have a cross connection fault in the joystick, and I’d leave the valve alone till that’s ruled out. Is there more than one joystick? Sure be helpful to swap controls and see where the problem moves to.

I can’t tell much looking at your pictures on my phone, but I’m willing to bet there are some diodes sprinkled around. They can mess with your mind.

You may have an overload protection device that only allows movement in a safe direction(Telescope In but not Out for example) messing with you.
