I would check the electrical first, use some jumpers to a multimeter where you can see it safely when you're operating it one way, and see if it does the opposite when you operate it the other way.
Don't put voltage to a coil without the core in it, they will burn out faster that way. Don't check the hydraulics until you know the electrical is there.
