Yes we can be smarter about were we build and rebuild but everywhere carries risks. I can protect myself and neighbors in a flood plain but government might not allow me to build dikes/levees and roads high enough.

No Idea where tornadoes are going to strike, just a probability, floods in a flood plain are like trains on a track, you know it's coming! If the levies had held from Omaha to St Joe Atchishon and Kansas city would have gone under! There are no dams to control the flow from the event that happened.
