I dont know about Iowa but Nebraska says if house is damaged 50% the house is coming down and going to the dump. What zone your in makes a difference on how and where you can rebuild. It isnt as easy as jerking out the drywall insulation and carpet and putting new in. The county government is going to condemn every thing they see and you as an owner has little to say about it. The sh****t just hasnt hit the fan yet. I doubt 10% get to stay where ther are /were living before, unless they are 'allowed' to build a 10-15 foot hill and park a new house on top of that.
