And people shouldn’t live in tornado alley or anywhere in California because it might fall into the ocean or suffer major damage from earthquakes.
Yes we can be smarter about were we build and rebuild but everywhere carries risks. I can protect myself and neighbors in a flood plain but government might not allow me to build dikes/levees and roads high enough.
