Is the 12.8 volts with the tractor running? I believe the readings should be the same. I bet you have a bad connection somewhere.
If a 50 series is like the 30 and 40 series I would check the bulkhead that runs up to the cab roof just under the right front side of the cab. Those wires sometime get corroded and make a bad connection.
