Here is my thoughts:

-25-30 plants per foot is good w/1 - 2 tillers per plant
-P looks good but K looks low especially if you are doublecropping...which why would you even plant the stuff if you aren't going to double crop it
-i think your N rates need to be higher. Also, i think i'd put it on now and let it get rained in. It will be there in the spring when you need it and if it stays nice it could help w/tillering
-why finesse unless you are going to sts beans...i prefer harmony and opens up your rotations to dc milo or corn.
-fungicide if the spring is wet
-skip the split N thing...not worth it unless you are trying to get higher protein.

Don't treat wheat like a red-headed step child....BUT by the time you do all these things to get a good wheat crop you could've had everything in place for a corn crop w/better ins protection. Don't try to guess the weather.
