North West IA/western AZ | I know a few people like this but sadly don't know how to fix it. Your brother is the only 1 who can make it change and it could divide he and the evil wife. All you can do is be decent and not plan on them ever answering your invitations. It is a sad situation. I feel bad for your parents being denied access to their grandkids.
If you want to get vindictive the best thing you could do is cut them out of the will. You would need a good attorney and probably give them something but it sure doesn't need to be 1/4.
