Subject: ? about hauling manure on snow. Is it legal?

east of indianapolis
After hauling some manure yesterday and lots of snow I was informed that in Indiana it is illegal to haul on snow or frozen ground. Is this true? Who in the world makes up all these rules? A guy buys a farm gives high price for it works makes sacrifices to pay for it and in our part of the world pays like 30$ an acre property taxes and then comes the government and says oh you cant do this or this and don't even think of doing this. I understand them not wanting people hauling liquid out of barns and putting 30k gallon per acre on but is pen pack really going to move that bad? Just my rank of the day!!!!
