indiana | I like to see tile at least 30 inches deep. We plant cereal rye and haven't had an issue with tile blockage . But we don't plant rye early in the fall and try to terminate it early. Cereal rye roots can grow very deep but that normally needs to be an extended growing season for the rye--plant early , terminate late.
I don't know for sure but Mr Phipps probably has relatively flat black dirt. If so I would also focus on tile and not cover crops.
Haven't read his article so I hope he didn't bash cover crops because they can be a tremendous benefit to many soil types.
