48 pencils per student is about 44 more than needed unless this is an art class that uses them for decorative artwork displays - not drawing, but part of the art!
48, that is just crazy.
Does the teacher collect them, and then dispenses them during the year? Is little Johny going to throw one away per day and get 120 dispensed to him, while little Larry is responsible and only uses 2 all year but had to give the rest of his away to support Johny's bad habits? Or how is this supposed to work? I agree somehow some way requiring 48 pencils per student is wrong on some level - not teaching the right values or some getting used for other uses or something is afoot.
Requiring a quality pencil I'm fine with, just not gonna go with the 48 needed in a year for writing. Something wrong there.
