You bring up a good point about the original quota being "given" to producers. In a lot of cases here in Ontario that's been the 'golden handshake' for a lot of guys retiring from the business. Essentially found money. I'm not sure how you treat that differently from the quota that has been purchased in the recent past. In many cases the need to buy quota has been a large barrier to young guys trying to get into the business, I can't see any compensation being a dollar for dollar type thing... maybe 20 cents? I really don't know.
