When the quota system was put in place it was not meant to have value. It was only when producers traded it amongst themselves that it became valuable. In the 80s quota was given to existing producers at no cost to produce milk in areas where it was needed. So should that quota be bought out? How about the grain producers that lost the Crow Rate and other programs that were axed to appease the U.S. And EU so supply management would remain untouched?
