Ask the seller if he would give you a "right of first refusal" on the 13 acres. Then if/when he decides to sell, you get first crack. It might even be worth paying something for the privilege.
It all depends on how bad you want the other 67, and how bad he wants to sell it. Normally, everything is negotiable.
