Me thinks he is referring to the fact that both had recently converted to Muslims, and that both had shown strong indications of being radicalized. Seems as though the authorities were aware of these of folks, having seized their passports etc but as with many societies ruled by law they were powerless to arrest them as they hadn't actually committed any crimes as of yet.
