The War Memorial Guards are ceremonial.
I doubt they would carry loaded guns in that kind of setting.
The Sergeant at arms was doing his job and so was armed.
Shooting incidents in other places often show that armed individuals are afraid to pull their weapons for fear of being mistaken for an illegal shooter.
With no uniform they would be highly suspect in that kind of chaotic situation.
