I've always thought the biggest hassle about closing a church is making sure the cemetery will be properly maintained in the future.   You really need to merge with another church before you disband, that way they are on the hook for caring for the cemetery.   Of course, maybe you're lucky enough to be a part of a city cemetery, then it's not your problem.
