Markwright -  Push the stuff in an open hole, Burn it, then cover it. I don't think the epa has any grounds to stand anywhere in the afore scenario.
That might work in NM, don't try it in Illinois unless you are willing to risk getting deep in your pockets.  You are creating an illegal dump site and if you are caught it will be expensive.   In Illinois the only thing you're allowed to burn is wood grown on site and not processed.
