Between Omaha and Des Moines, 7 miles South of I80 | Sounds like "plunger" is stuck inside the "barrel". You could try and remove that steel fuel injection line and squirt a little carb cleaner in there, BUT it may have a hard time getting past the "reverse flow check valve". The special tool, to remove that special top retaining bushing, that holds each entire "Plunger and barrel assembly" into the housing isn't too expensive (verses a service call). The only real thing that watch out for, is to make certain the "sleeve" is on plunger correct(right-side-up), and it isn't cocked when reinstalling one, because it has to fit smoothly onto that adjustable collar(sleeve control lever)
DO NOT MOVE/LOOSEN THAT ALLEN HEAD ADJUSTMENT SCREW ON SLEEVE CONTROL LEVER = THEY ARE SET WITHIN 2/10,000 OF AN INCH. (If you are good at setting them with CAT's special tooling) Edit: Maybe it was 2/1000 of a millimeter = anyways it is a really tight tolerance, because they have to "match" the other sleeve control levers.
