Sounds like the injection pump rack is not moving to turn fuel on.

Are you sure you have pulled the throttle lever hard enough to get it over the shutoff detent? Sometimes linkage will be stiff etc and it takes a good snatch to make the lever on the governor actually move. If that is OK, then you are probably dealing with a stuck rack.

When one has been idle for a long time, it is easy for the rack to stick (really most likely the pump plungers stick and lock the rack). Anyway the only thing that moves the rack is the centrifugal force of the governor fly weights and the governor spring. Moving the throttle, only tightens and relaxes the spring, there is no direct connection between throttle lever and rack.

If you look at the injection pump housing, it is bolted to an "accessory drive" off the front gear case of the engine. The injection pump housing will be larger than the drive housing and on the front face of the housing, there should be a small cover, probably held on by a single bolt. This is removed to check the rack travel with a special CAT gauge. Anyway, that is the easiest way to access the rack and gently tap it to hopefully loosen it up.

The approved process is to remove the injection pump housing with pumps, governor etc attached and send the whole thing to the shop for overhaul when this happens, but if you get lucky, you can tap the rack and break it (or the stuck plungers) loose. One bad possibility is that you will tap the rack to a fuel-ON position and it will still be stuck and the engine will start and overspeed. YOU MUST BE PREPARED TO STOP THE RUNAWAY BEFORE YOU CRANK THE ENGINE! This can be by smothering it..........remove air filter housing or air filter from housing and find a sturdy board to clap over the air intake etc.

Or break the fuel line connection,,,,,,,,,,,,this takes time.........seems like way too long when the engine is overspeeding next to your head.......will a connecting rod make it out of the crankcase with enough speed to kill someone that close......Stuff like that runs through you mind at times like that!

I recommend smothering as a first line of attack and take fuel line loose if smothering doesn't stop it completerly.
