Ok, that is the sleeve metering type of fuel system.

Go get some carb cleaner and spray those parts down.

 

 On the "right side" spring, Can you tell if the cam lobe is pushing upward, on the lifter ? (I can't see good enough), thus pushing the plunger upward, thus the spring would be compressed.

Edit: Now, on right spring;  if it isn't being pushed upward, by the cam lobe, I would be suspicious that maybe the lifter is stuck, in the upward position. Again, get some carb cleaner, hopefully that will loosen things up.
