Subject: Starting D4E after sitting 8 yrs

My dad and I are trying to start a D4 for our neighbor that has been sitting for at least 8 years. It has a 3304 engine. We drained the small amount of old diesel that was left in the tank and put fresh fuel in it, flushed the lines and changed the fuel filter. I can get fuel at each injector while cranking and also with the hand pump. Before it was parked, we put a new water pump and o-rings on the water cooled combustion chambers that each injector is mounted in the head because it was getting water in the oil. We've tried starting fluid and it will fire on that but it seems as though it never gets fuel through the injector. Is the next step to pull an injector ? Also, should the flow of fuel at each injector line pulsate or be a constant flow? I'm seeing a constant flow. Thanks in advance.
