I agree the rack is prob stuck. Some of the 4 and 6 cyliners had a cover on the side of the injection pump you could take off and gain access to the rack itself. But I dont think all injector pumps did have the cover. I know at least some of the 66D 3306 and 4B 3304 had the side cover. Been a long time.
