Thanks, that drawing helps. We've turned the engine over with the cover off. You can move the lifter than runs on the cam up and down easily with your finger. It will move slightly as the tip of the lobe comes by but will not move all the way back down. We've pried down on the spring and buzzed the pump housing with an air chisel/punch with no success.
