No clue what the law reads in Illinois. In Michigan, the surveyor has full access. Not to drive a vehicle, not to damage anything. But they can do the job they were hired to do on foot.

I'm friends with a very good retired surveyor who gets called in to be the expert at some trials. He has always told me he does all he can to not anger an unwilling land owner, but he does have a job to do and the law backs him.

I just had a survey redone (after a problem neighbor removed some corner stakes he and she didn't agree with from a recent survey) and the surveyor was accompanied by the local Sherriff. They got the job done.
