You are right on your thinking with drill, spread an disk or forget but drought map tells me to forget it.
This is what you don’t want.
Chopped silage might do it too. If you have 6” of stalks I’d leave it be. Drilling it can dust it up pretty good too. Unless you happen to have a hoe drill. That’s what I’d do.
