Flour is, well, sort of like oil viscosity.  Some are not necessarily better than the other, but more suited for different uses.  You don't put gear lube in a high-pressure hydraulic pump, or fine hydraulic oil in a low-speed gearbox.

Some flour is great for making biscuits (White Lily is awesome) and makes a difference for that application.  My pizza oven is teaching us that 00 grind flour works better when you are cooking at very high temps.   And that flour isn't the best if you want to bake something at the lower temps in your regular home oven.
