| Putting more ground rods at the building will tend to lessen the problem, but is not the best way to mitigate the problem. 4 or 5 wiring the feeder and reducing neutral current or reducing the resistance of the neutral is a better approach. The Voltage drop on the neutral circuit will tend to show up more on the end of the circuit which has higher resistance, which usually is at the building being served, not at the transformer pole. The reverse happens when you have a high resistance neutral at the transformer such as a bad wire or connection.
A stray Voltage investigation can easily show what is causing the issue if there is one.
