Maybe I misunderstood. If a person doesn’t have a 1026 on file at FSA they will get the opportunity to pay the entire premium with no subsidy so yes, AIP makes the same. That is usually a one time thing though as no one wants to pay $16/acre for a 75 EU that would normally cost $4.
