In IL if you have a railroad issue you call your state rep and the Commerce Commission, because they are about the only folks with a big enough hammer to matter.
What the Commerce Commission has to do with spray runoff I wouldn’t know, but it’s an idea.
Wait until he finds out how much the RR contributed to his campaign. Get a lawyer.
