All the farm program really does is artificially increase the price of farmland by an amount roughly equal to the payment. This should skew production decisions slightly, but the reality is that corn ground is corn ground and it is going to produce corn regardless because there is no economic alternative. The difference will simply be what the corn ground is worth.
