Cut a hole in the door first, the panels in them aren’t structural on older bins. If you need another hole on the opposite side of the bin, just keep it as small as practical and away from a seam.
I’d cut with some kind of abrasive blades saw or grinder, and cut in such a way that the sparks are being thrown out of the bin, not in.
