East Central Kansas | especially in the case of handguns, quality training is required including proficiency in use, whether the weapon is carried concealed or open. Some states appear to require good training for CC, others not so much. As for open carry, I don't know about other states, but in Kansas no permit is required to open carry, nor is there any need to demonstrate proficiency in use. | |
