The deer around here will migrate 10-15 miles down to along the rivers. A lot of those groups end up ranging from 50 to the 200hd mark The guys who live down there have put up the prison high fences to keep them out. Years ago the G&F helped pay for some fences. Don't know if they still do. If they had to pay the farmers X amount of $cents a day, like a feedlot, to feed their(G&F) deer population, I'm pretty sure they'd issue more tags to lower the numbers. The deer eating hay wouldn't be a problem, it's the fact that they waste 75% of a bale is the part that rubs everybody the wrong way. In 96 97 we had a super bad winter. G&F were driving around putting out wheat and alfalfa bales for the wildlife. I'm not sure if they paid some farmers to put out some hay as well.
