The corps of engineers have to watch every tributary that feeds the major rivers. When I toured Gavins Point several years ago they showed a map of which regions feed where and calculated existing and projected moisture. They released a lot of water all last summer and fall and only got back to "normal" releases in about November. Not saying they are perfect by any means, but the floods of 2011 were fed by a similar problem in the Rocky Mountains that ended up creating similar circumstances. The push to keep enough water for recreation sure doesn't help either. At the same time, rivers not under their "control" are flooding everywhere also.
