That would be proactive, NOT in government vocabulary.

Reactive is more thier speed. When they swoop into action after an event they
can take more credit.

I would think releases in smaller increments through out the season would be wise.
Reading the snow pack and potential water shed in the spring thaw could be
benifical at lessening potential dam breaches.
Releasing water accordingly might avert some issues.
But, what do I know :)
