Subject: Question

How quickly can the Corps react to a situation like this and close dams upstream completely to try to reduce the damage? How far upstream do they go?

Do they ever act before an event to try to lower stream levels before the storm?

Were the dams that failed kept up pretty good, or were there issues with them?
