So, id ask him how the assessment process works. No one likes property taxes, but id do my best to stay on his good side and not antagonize him. Also if the project is not completed you can rightfully claim "no im not gonna finish the basement" and "that's not gonna be a kitchen its simply an empty storage room" and "the garage plan is unheated and uninsulated" and "we're just gonna use an outhouse". You get the idea.
I think that I would even hold the end of the tape measure for him.
In our county, it definitely pays to be nice to the Assessor. I've known some people that have ordered him off their property, I think he went back to town assuming they had gold toilets handles on 9 toilets..... :)
