Do I legally have to let them in the house or can they simply see the outside and get the square footage on their own? He is fair and honest. I would not be concerned with him coming into our home or other buildings. As stated, they can work off the building permit/plans and do an assessment, they have tables and compatibles to use and then it's up to you to provide/prove otherwise if they happen to "over assess" and ask for change. ETA: Here, your property tax does not increase, until after you get a "certificate of occupancy" from the building inspector. I do understand, some areas of the USA do not require permits, have inspections or issue certificates of occupancy . . . . but, the tax shouldn't increase until project is completed.
