Roof is vented in the soffit all the way around. Have had issues with moisture staining the ceiling. Believe it is from snow blowing up. Ridge vent is not used just three vents on each side of peak

Ceiling has 4-6" maybe of cellulose, no attic access. Is there any benefit to putting plastic on the ceiling and another layer of real sheetrock? Eventually have to do shingles and fix roof sheeting so could blow in another 6" but have to do something at the bottom of slope to keep it away from the roof deck and eave. Rafters are a 2x2" construction.

What can you do to the soffit vent to help keep snow from blowing up and in, the stupid black spotted wing fly's out, and is the insulation idea going to solve the ice issue and cut down on heat loss?

1) Where is the ceiling staining? Near the outside walls, or in the middle? The answer will point to the problem.
2)If you only have 4-6" of cellulose for insulation, you don't have NEARLY enough. Need another 12+.
3)No benefit to putting poly on the ceiling.
4)An extra layer of sheetrock would only add extra weight for your trusses to carry. Why even consider that??
5)A product called an "Air Chute" is used at the eaves to help ventilate the attic. Google air chute for an explanation. Or a search here, as it was discussed here a little while back.
edit: I googled it for you. Here it is:

6)You have an "ice dam" at the eaves, caused by snow melting on the roof (due to not enough insulation) and running down to the eaves. The melted snow then freezes on the roof when it reaches the totally uninsulated eave, building up and creating the ice dam. As more snowmelt reaches the dam and it builds up, the melted water backs up to where the roof is heated (above the outside wall). When it backs up that far, the water backs up under the shingles and drips/runs into the insulation and through the ceiling sheetrock.
7)Never seen a house without an attic access. You need one, either in a closet or on the gable end of the house.
8)Will more insulation cut heat loss?? Pretty obvious-YES.
9)What does a "stupid black spotted wing fly" have to do with a roof?
