Ceiling insulation

Subject: Ceiling insulation

Roof is vented in the soffit all the way around. Have had issues with moisture staining the ceiling. Believe it is from snow blowing up. Ridge vent is not used just three vents on each side of peak

Ceiling has 4-6" maybe of cellulose, no attic access. Is there any benefit to putting plastic on the ceiling and another layer of real sheetrock? Eventually have to do shingles and fix roof sheeting so could blow in another 6" but have to do something at the bottom of slope to keep it away from the roof deck and eave. Rafters are a 2x2" construction.

What can you do to the soffit vent to help keep snow from blowing up and in, the stupid black spotted wing fly's out, and is the insulation idea going to solve the ice issue and cut down on heat loss?
