Aluminum soffit should prevent snow from blowing up there.

Did the ceiling have plastic put on it originally? You need that for a vapor barrier.

I'm guessing you have more problems than meet the eye. If you got snow up there, your existing cellulose is we and won't dry out. That is going to create mold issues if it hasn't already.

You should have at least 24" of cellulose up there. If you are underinsulated and poorly ventilated, that ice hanging off the edge is going to turn into ice dams and force water up under your shingles.
